Elmo McElroy, an American master chemist, heads to England in the hopes of scoring it big with a new drug he calls "The 51st State." But things don’t go as planned, and Elmo soon gets stuck in Liverpool dodging assassins and sidestepping skinheads. He is then forced to form an unlikely partnership with small-time hood Felix DeSouza, so as to complete his $20 million drug deal before anyone can kill him off.
